Please comment on the Preliminary Scoping Statement

Dear SOS Friends,
 
APEX Clean Energy Inc, has recently filed a 100 page Preliminary Scoping Statement (PSS) for the Lighthouse Wind industrial wind turbine project with the Public Service Commission.  This is the beginning of their move toward the filing of an application next year.
 
There is a public comment period on the PSS that ends on January 6, 2016.  SOS has hired experts in the areas of energy, acoustics and the environment to make comments on the PSS and show how it is deficient and where it needs to add additional concerns and topics.   However, there is no replacement for comments by citizens who know the area where this project is proposed.
 
SOS has created a web page that will guide you.  Each topic/section of the PSS has been separated so you can pick one or two to review.  At the top of the web page is a document with step by step instructions.  Be sure to read this since the comments need to be titled and mailed to two locations.

Goal of our comments:  We need to tell Apex and the Public Service Commission that the Lighthouse Wind PSS has not discussed all of the issues and concerns.  We need to point out where they are making false assumptions that are relying on very little evidence. We do not need to do research.  We simply need to tell APEX that they need to do research and studies.  Our comments do not need to prove that we are right. Rather, they should identify issues that Apex should address. The PSS that Apex filed does not include adequate discussion about the Air Base, tourism and many other issues.  We must raise every issue that is of concern.  If we succeed in doing that, we will get our chance to present evidence about these issues, and disprove Apex's treatment of them in comments on the Application.
 
Ongoing comments on the PSC website are great too.  But if you want to comment on the PSS please go to our website.  Thank you.
