Hearing on HOA Bill 3217
Set for Wednesday

It’s time to head to Columbia! The House of Representative will hold a hearing on Bill H.3217 on Wednesday, May 13, at 9:00 a.m. The Real Estate Subcommittee of the Labor, Commerce and Industry Committee will hold the hearing.
Remember, if we can get any piece of a sound HOA bill enacted, homeowners can more easily use it to hang much-needed HOA provisions on in the future. 

What You Can Do…
Attend the Hearing! The important thing, according to our representative, is to pack the room with supporters of H.3217. Meeting attendees are not required to speak or testify. Your attendance will go a long way toward showing representatives that you care. What is important is the number of people who attend in support of the bill.
The hearing will take place at 403 Blatt Building in Columbia.
If You Wish, Testify: One person speaking for a community may be all that is needed. Others from the community also may speak if they so wish, providing there is time.

The Players
 We have been given the following information. Mike Sottile (who represents Charleston) will chair the hearing for H.3217. Other committee members (who may or may not attend):
  • Carl Anderson, Georgetown & Williamsburg                   
  • Nathan Ballentine, Lexington & Richland
  • Bill Bowers, Beaufort, Hampton & Jasper
  • Heather Ammons Crawford, Horry
  • Deborah A. Long (sponsor of the bill), Lancaster & York
  • Ralph W. Norman, York
One member of the committee is strongly suspected of opposing a homeowner law.
Homeowners from the areas listed above would be most especially welcome at the hearing. Let your representative know you will attend and ask for his/her support.

Suggestions for Those Who Plan to Testify
 Ms. Long sent Change The Board a number of suggestions to consider in preparing testimony. They are outlined below for your consideration. The hearing will last for only one hour.
  • Everyone from a community may want to sign up to speak. If your name is called and you do not plan to speak, you can say “I agree with Mr/Ms [whoever],” or “I defer to Mr/Ms [whoever], and then sit down. Or, you may want to divide your speech by topics and have several speakers, each addressing a different topic. You have options—providing there is time.
  • All speakers should limit their testimony to 3-4 minutes.
    Our testimony should show no anger, no strong emotion, and contain only facts relating to 3217. Testimony should be succinct and to the point. No rambling.
  • Ms. Long suggests anyone driving to Columbia to testify might have a backup speaker riding in a different car. A flat tire could cause us to miss the one opportunity we have to testify in this legislative session.
The important thing, according to our representative, is to pack the room with supporters, even though only one, two, or none from a community will be speaking.
 On, and plan to arrive a little early to have plenty of time to find a parking space.

Parking Near the Statehouse
 A few on-street parking spaces usually fill up early. All garages listed below are equipped with charging stations for electric vehicles.


A Note for Indian Land Residents
Any Indian Land homeowner is welcome to carpool with CTB members, providing we can a sufficient number who are willing to drive to Columbia. If possible, we will find drivers and riders for anyone wishing to go with our group.
Anyone living in an IL development in which a developer controls an unhealthy HOA is welcome to join us, either in carpools or, depending on the number who can make the trip, by bus, providing we have time to reserve one. We will leave early in the morning and should be back shortly after noontime. Call Jo Ann, 803-547-1249, at your very earliest convenience, if you are interested in traveling with us.
