Hopeful News

The Labor, Commerce and Industry Committee of the South Carolina House of Representatives intends to form a task force, or committee, to study a state homeowner association law.
Representative Deborah Long (R-Lancaster County) conveyed the encouraging news. It comes after a disappointing few months. In March and May, the Senate and House held hearings on four HOA bills, two in each chamber. While time did not allow anyone from Change the Board to speak at the Senate hearing we attended, the chamber overflowed with unhappy and outspoken homeowners governed by HOAs.
CTB did speak at the House hearing, however, and lawmakers appeared to listen as we described the dire need for the HOA bill we have supported. Click here to read the bill.
We understand that a task force would include all stakeholders in an HOA law, including homeowners, builders, and others associated with the housing market.

Let us hope the task force becomes a reality and all parties can agree to an equitable bill—one that will ensure fair treatment of homeowners and their bank accounts.
Why an HOA Bill?
South Carolina has no HOA laws to protect homeowners during the construction of a community. Unfortunately, some developers have taken advantage of the legal vacuum. Through their appointed Boards of Directors, they have controlled HOAs with a heavy hand. As a result, in some developing communities in this state, homeowners have become victims of authoritative governance. For more information on the state’s need for an HOA law, visit
