Dear People of Hope Lutheran Church and Student Center,
 
We, your Congregational Council, write you with an exciting ministry opportunity for Hope.
 
Earlier this year, Hope received three proposals from CA Ventures (CA), a nationally respected real estate development company. After several months of discussion, research, discernment, and prayer, the council voted unanimously on December 3, making the below recommendation, which we believe offers the congregation unprecedented opportunity to expand our ministry, to meet the challenges of today, and to ensure that ministry will thrive in this place for the foreseeable future.  
 

The 2020 Congregational Council of Hope Evangelical Lutheran Church and Student Center recommends that Hope begin a congregational process of discernment specifically around the proposal from CA Ventures to purchase the 2.19 acres of land that Hope owns to construct a mixed-use development in exchange for

1) a purchase price of $12 million;
2) a new church structure, which will be two stories high and include 12,000 square feet of space, to be constructed on the northeast corner of the property (at the corner of Guilford Drive and Cornell Avenue), managed entirely by Hope;
3) several apartment units to use for ministry; and
4) 50 underground parking spaces for exclusive church use.

(All details are subject to negotiation; Hope’s current building is approximately 9,000 square feet.)


 
We know this decision is momentous, and we have not come to this recommendation lightly. Through the process, the guiding question framing council deliberations has been, “What is God’s mission in the life of our community?” It is now time for each member of the congregation to enter a similar period of deliberation, discernment, and prayer. We will begin this process with an informational meeting via Zoom on Tuesday, December 15, 7:30-9 pm:

Immediately following this first meeting, a number of documents will be shared electronically (hard copies available by request).

Following the initial December meeting, there will be continued opportunities for discernment in 2021. January, February, and March will include both large and small group meetings on Zoom, including opportunities to hear from CA Ventures and the Metro DC Synod of the ELCA. Throughout this process, we want to ensure that all voices are heard. There will be many opportunities to connect, ask questions, and share information before a congregational vote to proceed with the proposal from CA Ventures.
 
Through months of discernment, we have been praying this prayer, seeking God’s guidance. Please join us in praying, discerning, and listening for God:
 
God, our refuge and strength, you have bound us together in a common life. In all our discernment, help us to engage one another without assumption or fear, to listen for your voice amid uncertain claims, and to work together with mutual respect and curiosity; through Jesus Christ our Lord. Amen.
