USPS New Issue
A stamp to honor Paul Neuman will be issued on September 18, 2015 in Cleveland, Ohio 44101 in a continuation of the Legends of Hollywood series. 

Format: single image on stamp, $0.49 forever stamp issued in panes of 20 stamps

This is a continuation of the USPS series on overseas mailings.

New Envelopes
By the time you read this bulletin, the latest in our series of envelopes will be abailable.  These are designated plain white, security tinted euro covers and euro returns.  These will eventually replace our current line of envelopes printed with a red and blue border.  The price will be the same, $5.00 per pack of 25 envelopes.  Shipping will also be the same, $10.00 per envelope order.
Discount Postage
We have acquired a large number of $0.42 flag definitives.  We will offer three of these to cover the $1.20 international mailing rate at a cost of $1.00.  That's 83% of face value.  The stamps will be sold in strips of three and they are self-adhesive.

For the domestic rate, we still have some $0.49 forever stamps and will sell these at $0.40 until the supply is exhausted.  That is 81% of face value.

After these are gone, we will offer three denominated stamps of self-adhesive to make up the $0.49 domestic letter rate.

There should be no changes in the first class rate until at least April 2016.
