Lori Gorman, Captive Division Deputy Commissioner Designate

New NCDOI Deputy Commissioner of the Captive Insurance Company Division

(Southern Pines)……North Carolina Insurance Commissioner Mike Causey has announced that North Carolina native and longtime department employee Lori Gorman has been selected as the new Deputy Commissioner of the Captive Insurance Company Division.

“Lori has an in-depth knowledge and understanding of the financial oversight that will complement the Captive Insurance Company Division,” Commissioner Causey said. “Her calm and personable demeanor will be an asset to the Department and the industry.”

Gorman has been at the N.C. Department of Insurance for 15 years. She currently serves as Assistant Chief Financial Analyst with the department’s Financial Analysis Section of the Company Service Group.

Diana Hardy, Chair Elect of NCCIA said after meeting with Lori and Jackie Obusek that she believes that given Lori’s “knowledge of the department and understanding of the customer service orientation of the Captive Insurance Division that the transition from Debbie Walker’s leadership to the new team will be “seamless”. We congratulate Commissioner Causey on these excellent personnel decisions.”

In her current role, Gorman assists with monitoring the financial solvency of North Carolina’s 90 domestic and more than 1,400 foreign insurers licensed in North Carolina. In addition, Gorman serves as a representative for the department on a working group with the National Association of Insurance Commissioners.

A North Carolina native from Lenoir County, Gorman is a graduate of N.C. State University and a certified public accountant.

Gorman will succeed Debbie Walker, who has led the program since its inception in 2013 and is retiring. Gorman begins her new role on April 1. As previously announced, Jackie Obusek, Senior Deputy Commissioner of the Company Services Group, will assume senior leadership responsibilities over the Captive Insurance Company Division in addition to her other current responsibilities.

Gorman and her team will be present and available for individual meetings at the upcoming NCCIA Annual Conference, May 1-4 in Durham.

Leaders of the NCCIA met on Tuesday with the new leadership of the NCDOI Captives Division. Earlier in the day Commissioner Mike Causey designated Lori Gorman as the new Deputy Commissioner for Captives.

Early Bird Registration Underway

Early Bird Registration is underway for the NCCIA Annual Conference May 1-4 at the Washington Duke Inn and Golf Club in Durham. Early Bird registration ends on Tuesday, March 15. Standard Rates will apply after that date. NCCIA notes that with the conference move to the spring from it’s traditional late summer slot, that hotel rooms outside the conference block will be very “pricy”, so the time to book is now! Deadline for hotel reservations is March 30. (Click here) for conference and hotel registration.

SB 347 Still Alive and Well

SB 347, Amendments to the Captive Insurance Act are alive and well according to Tom Adams, President and CEO of NCCIA. “If you have been keeping up with the news you know that our legislature has continued to be frustrated with court rulings related to redistricting of Congressional, State Senate and State House districts required due to the recently concluded national census” Adams said. “According to our friends there may be an attempt this week to move our bill along with several others that are not moving as quickly as the legislative leadership would like. Adams continued saying “If the legislation does not move this week it will be considered during the so called “short session” which begins in May and usually concludes in June, particularly in election years.”
