The California CDI’s Insurance Diversity Initiative

On November 4, 2015, the California Department of Insurance (CDI) hosted its 4th Annual Insurance Diversity Summit, and issued the results of its second Insurer Supplier Diversity Survey. These are significant outputs of California Insurance Commissioner Dave Jones’s “Insurance Diversity Initiative,” a major policy begun in 2011; the Commissioner ‘s first year on the job.

The stated purpose of the Insurance Diversity Initiative is “to encourage increased procurement from California's diverse suppliers and diversity amongst insurer governing boards.” CDI’s efforts to pursue these goals have been constrained by the fact that the California Insurance Code provides little statutory authority to regulate diversity issues.

On November 3, 2015, The National Gay & Lesbian Chamber of Commerce (NGLCC), the business voice of the LGBT community, proudly stood with the Commonwealth of Massachusetts, under the leadership of Governor Charlie Baker, as the first state in the nation to issue an executive order including certified LGBT Business Enterprises (LGBTBEs) in contracting and procurement opportunities alongside women and minority owned businesses. For LGBT citizens in Massachusetts, this policy provides fair and equal access to business contracting opportunities that cultivate innovation, create jobs, and drive economic growth throughout the Commonwealth.

Just as marriage equality started in MA and spread quickly across the nation, NGLCC expects to see states throughout the country replicate this red-tape-free executive action to bring equal access to America’s 1.4 million LGBT business owners.  NGLCC’s eyes will next be fixed on New York State where Governor Cuomo recently raised W/MBE commitments to 30%— the highest in America.
  • This decision will directly impact the estimated 21,000 LGBT-owned businesses in Massachusetts, using the definition of small business that is standard with the Massachusetts Operational Services Division.
  • Currently over 1/3 of the Fortune 500 recognize this certification and seek these innovative businesses nationwide. Also included in the decision is a commitment to raise contracting goals for other minority business groups throughout Massachusetts.
  • This policy initiative is a collaboration between the Commonwealth of Massachusetts and the NGLCC, which will serve as the exclusive certification body for LGBT business enterprises in the Commonwealth for 20 years.
  • The NGLCC serves as the exclusive third-party certification body for LGBT-owned businesses nationwide, and has certified nearly 800 LGBT business enterprises to date.
  • Before this executive order in Massachusetts, only the California Public Utilities Commission and several municipal governments—including Essex County, NJ and Cleveland, OH— touted the intentional inclusion of certified LGBT business enterprises.  This executive order is the only statewide initiative of its kind, and an easily replicable model for other states to follow.
As we saw with the over 200% increase in LGBTBE certifications following California’s AB1678 mandate, we expect a major increase in applications for job-creating, economy-innovating LGBT businesses throughout the Commonwealth of Massachusetts.


Google Small Business Supplier Diversity

 

NGLCC is excited to partner with Google to get the word out about their Small Business Supplier Diversity Program.

LGBTBEs qualify if your business is 1) based in the U.S., 2) generates less than $15M in annual revenue, and 3) has 50 or fewer full-time employees. A little bit more about the program:

Google's Small Business Supplier Diversity program is designed to connect more minority-, women-, veteran- and LGBT-owned small businesses to opportunities within Google, while offering access to tools and training to help them grow on the web.

Program participants will: 

  • Be included in our supplier database: Googlers use our database to find suppliers for the goods and services they need.
  • Have access to the Accelerate with Google Academy: You may opt into our 12-week program to help your business grow online.
  • Get discounted Google Apps for Work: If you're a new Google Apps user, you'll receive a 25% discount on the Google Apps for Work productivity suite to help run your business more efficiently with Gmail, Google Docs, Calendar, and more.
  • Receive payments quickly: We know reliable payments are crucial for small businesses to thrive. If you're selected to work with us, we'll do our best to pay you within 15 days of invoice approval.
