PEMPAL organized 2 face-to-face meetings and two video-conferences in the third quarter of 2015

86 participants, of which 43 were member country representatives, 26 resource team participants to support technical content, and 17 administrative staff to support logistical, administrative and translation needs met together face-to-face or via video conference in the third quarter of 2015.
This involved up to 20 member countries who came together in:

  • 1 plenary meeting of all executive committee members of all COPs (IACOP, BCOP, TCOP)
  • 1 presentation by the Federal Ministry of Finance of Austria to IACOP executive committee
  • 2 video conference meetings (BCOP, IACOP)

The plenary meeting and presentation to IACOP executive committee were held in Vienna, Austria hosted by PEMPAL.

PEMPAL shared 39 relevant PFM related documents to support discussions

This included 12 PowerPoint presentations that illustrated country cases, latest approaches and results of discussions and 27 text documents translated and delivered to ensure all our members got access to, and shared, information in the official languages of PEMPAL – English, Russian and Bosnian-Croatian-Serbian. Key PFM documents translated and distributed to members, including knowledge products developed by the COPs, to support discussions are listed here.

Leadership Activities supported the network

The Steering Committee met face-to-face in July to consider the results and recommendations of the COP executive committees on the mid-term review of the PEMPAL Strategy. Link to the minutes can be found here.

All COP executive committees also met during this quarter. The executive committees comprise volunteer member countries to provide strategic and operational oversight to their respective COPs. Minutes of these meetings can be found here (BCOP, TCOP) and for IACOP, on request.

Discussions and sharing of information brought significant results

Objectives and key results for each major meeting are captured in event reports.  Event reports and presentations usually include the status of reforms in participating countries, identification of good practices and challenges, lessons learnt, and next steps. Positive Feedback was gained from Members

The only post-event survey distributed during the quarter related to the major meeting of the COP executive committees held in Vienna. Results from this survey showed the overall satisfaction rating of 4.75 out of a possible 5.0. For 100% of the evaluation survey respondents, the event either fully met (80%) or exceeded (20%) their expectations. The executive highly appreciated the content and format of this very important meeting that considered the status of implementation of the PEMPAL Strategy 2012-17 and laid the foundations for the development of the next PEMPAL strategy to ensure the network’s ongoing effectiveness and sustainability.

Recent and upcoming events

BCOP:

  • Thematic study visit on wage bill management, location and timing still under investigation. 
  • Study visit to Croatia on budget transparency at the local level planned for December 2015.

IACOP:

  • IACOP RIFIX working group meeting will be held in Yerevan, Armenia, on October 13-14th. It will be followed by quality assurance working group on October 15th and Executive Committee meeting (only for leaders and Executive Committee members).

TCOP:

  • Thematic meeting of the working group on Use of Information Technologies in Treasury Operations. The meeting will be held in Tbilisi, Georgia, on October 5-7th, 2015. It will be preceded by Executive Committee meeting planned for October 4th.

New PEMPAL Secretariat Team

 

Regretfully, Slovenian Center of Excellence in Finance decided not to renew its contract with PEMPAL after June 2015. It therefore became necessary to establish a replacement mechanism on an emergency basis, to ensure the ongoing functioning of the network.  Thus, PEMPAL is pleased to introduce the new team that took over the secretariat functions on July 1st. The new secretariat team is based in Moscow, in the Russia Country Office of the World Bank, and includes:
  • TCOP Coordinator - Ekaterina Zaleeva (ezaleeva@worldbank.org)
  • BCOP Coordinator – Ksenia Galantsova (kgalantsova@worldbank.org)
  • IACOP Coordinator – Kristina Zaituna (kzaituna@worldbank.org)
At its July meeting, the Steering Committee decided that given the funding of the network is only secured until the end of the PEMPAL Strategy in mid-2017, this replacement mechanism will operate until that time and options past that time period would be considered as part of the next strategy’s development.
