PEMPAL connected 185 people in 4 face-to-face and 1 video conference meetings in the second quarter of 2016

185 participants, of which 137 were member country representatives, 18 resource team participants to support technical content, 4 observers, and 26 administrative staff to support logistical, administrative and translation needs met together face-to-face or took part in thematic video-conferences.
Up to 22 member countries came together in:

  • 1 plenary meeting of all members (TCOP)
  • 2 working group and thematic meetings (BCOP, TCOP)
  • 1 study visit (BCOP)
  • 1 video-conference meeting (TCOP)

2 countries hosted PEMPAL events: Slovenia and Moldova.

PEMPAL discussed 6 key public financial management issues chosen by its members

Budget Community of Practice

In addition BCOP members participated in the 12th annual OECD CESEE-SBO (Central, Eastern and South-Eastern Europe Senior Budget Officials) meeting that covered issues related to effectiveness of PFM and public governance reforms, current challenges of budgetary governance, fiscal transparency, and fiscal risks.

Treasury Community of Practice

PEMPAL shared 54 relevant PFM related documents to support discussions

This included 44 PowerPoint presentations which illustrated country cases, latest approaches and results of discussions and 10 text documents translated and delivered to ensure all our members got access to, and shared, information in the official languages of PEMPAL – English, Russian and Bosnian-Croatian-Serbian. Key PFM documents translated and distributed to members, including knowledge products developed by the COPs, to support discussions are listed here.

Leadership Activities supported the network

The Steering Committee met once via VC during this period to provide effective strategic oversight to PEMPAL. Link to the minutes can be found here. Key decisions included approval of the 2015 PEMPAL Annual Report for publication, requests for COP reallocations from FY2016 to FY2017, and preparations for the cross-COP meeting to be hosted in Bern, Switzerland in mid July to discuss development of the PEMPAL Strategy 2017-22.

The TCOP Executive Committee met in Chisinau, Moldova on May 31st, before the COP plenary meeting. The Committee discussed COP contributions to preparation of the new PEMPAL strategy and preparations of events envisaged under TCOP activity plan for the fall. The BCOP Executive Committee met in Ljubljana, Slovenia during the back-to-back meetings of the Program and Performance Budgeting Working Group and the OECD CESEE-SBO. The Committee discussed events planned under the BCOP FY17 action plan in addition to COP preparations required for the meeting in mid July on PEMPAL strategy development. The IACOP Executive Committee met via videoconference. The Committee discussed preparations for upcoming events in the IACOP FY17 action plan. Minutes to this meeting can be found on IACOP wiki. 

Discussions and sharing of information brought significant results

Objectives and key results for each major meeting are captured in event reports.  Event reports and presentations usually include the status of reforms in participating countries, identification of good practices and challenges, lessons learnt, and next steps. A summary of these can be found here.

Positive Feedback was gained from Members

Results from surveys of members distributed after each PEMPAL event show that overall satisfaction ratings ranged from 4.6 to 4.8 out of a possible 5.0. Improvements identified in these surveys were considered and implemented by the COP Executive Committees as outlined in minutes to Executive Committees meetings. 

Recent and upcoming events

The PEMPAL Executive (comprising the three COP Executive Committees and members of the PEMPAL Steering Committee) met in Bern, Switzerland on July 14-15th to discuss the PEMPAL Strategy 2017-22. COP specific meetings were also held before this meeting as part of the preparations.
