Season’s Greetings to all our PEMPAL members 

The PEMPAL team would like to take this opportunity to wish you and your families a safe and happy 2016 and to thank you for your valued support and contribution to the network over 2015.

PEMPAL connected 316 people in 5 face-to-face and 4 video conference meetings in the fourth quarter of 2015

316 participants, of which 251 were member country representatives, 39 resource team participants to support technical content, and 26 administrative staff to support logistical, administrative and translation needs met together face-to-face or took part in thematic videoconferences.
Up to 22 member countries came together in:

  • 4 working group meetings (BCOP, TCOP, IACOP)
  • 1 study visit (BCOP)
  • 4 video-conference meetings (BCOP, TCOP)

3 countries hosted PEMPAL events: Armenia, Georgia and Croatia.

PEMPAL shared 130 relevant PFM related documents to support discussions

This included 113 PowerPoint presentations which illustrated country cases, latest approaches and results of discussions and 17 text documents translated and delivered to ensure all our members got access to, and shared, information in the official languages of PEMPAL – English, Russian and Bosnian-Croatian-Serbian. Key PFM documents translated and distributed to members, including knowledge products developed by the COPs, to support discussions are listed here.
 

Leadership Activities supported the network

The Steering Committee met on videoconference once during this period to provide effective strategic oversight to PEMPAL. Link to the minutes can be found here. At this meeting, a working group was established to progress development of the PEMPAL Strategy 2017-22. A meeting of this group was held on December 15, 2015. During this quarter, the Steering Committee also agreed the final addendum to the PEMPAL Strategy 2012-17.

The TCOP Executive Committee met in Tbilisi, Georgia, as well as on December 10th, through videoconference. The IACOP Executive Committee held their last meetings in Yerevan, Armenia in October and on December 22th, through video-conference, and the BCOP Executive Committee met via video-conference at end October.

The Executive Committees comprise volunteer member countries to provide strategic and operational oversight to their respective COPs. Minutes of their meetings can be found here (BCOP, TCOP, IACOP – available on request).

Sadly, we lost an important and valuable Committee member – Mr Konstantin Krityan – the Chair of the BCOP Executive Committee from the Ministry of Finance of Armenia. PEMPAL offered condolences to his family and sent a thank you letter to the MoF.  Mr Krityan was instrumental in shaping the agenda of BCOP and PEMPAL as a whole, and he will be greatly missed.

Discussions and sharing of information brought significant results

Objectives and key results for each major meeting are captured in event reports.  Event reports and presentations usually include the status of reforms in participating countries, identification of good practices and challenges, lessons learnt, and next steps. A summary of these can be found here.

Positive Feedback was gained from Members

Results from surveys of members distributed after each PEMPAL event show that overall satisfaction ratings ranged from 4,5 to 5,0 out of a possible 5.0. Click here for detailed results from these surveys. Improvements identified in these surveys were considered and implemented by the COP Executive Committees as outlined in minutes to Executive Committees meetings.

Upcoming events

BCOP:

  • Budget Literacy and Transparency Working Group meeting on learning from international and PEMPAL experiences in Citizens' Budgets and OBI success factors. The meeting will be held February 23, 2016 in Minsk, Belarus.
  • Plenary Meeting on fiscal rules for effective and sustainable budgeting.  The meeting will be held February 24-26, 2016 in Minsk, Belarus.
  • Thematic study visit to Slovenia on wage bill management on the Slovenian public sector pay reforms. The meeting is proposed for April 2016.

IACOP:

  • Meeting on Internal Control implementation challenges. The meeting will be held in Prague, Czech Republic, on March 21-25, 2016.

TCOP:

  • Thematic Group Meeting on Cash Management. The meeting will be held in Ankara, Turkey, on March 16-18, 2016.
