UCI National Federations Newsletter #18 - 16.08.2016

 MESSAGE FROM THE PRESIDENT

Dear members,

Two of our Olympic disciplines have now crowned their 2016 Olympic Champions, with a total of 14 cycling titles already awarded to extremely deserving athletes on the road and track.

The courses for the road races and road time trials were extremely challenging, receiving positive feedback from the riders. The road races were a magnificent opener to these Rio 2016 Olympic Games and the time trials just a few days later required the athletes to call on all their resources as they tackled a particularly exacting course.

There was little time to draw breath after the road events before the focus turned to the Rio Olympic Velodrome in the Barra Olympic Park. The velodrome caused us considerable concern in the past year but I am pleased to say that everything finally came together and we were able to enjoy the track events to a maximum. We were treated to some incredible performances, including new Olympic and World Records, that will ensure that the Rio 2016 track cycling will be long remembered.

With BMX and mountain bike still to come, we are in the middle of a wonderful edition of the Olympic Games which, as always, have produced breath-taking performances and unrivalled emotions combining joy, disappointment and surprise.

I wish all our National Federations the very best as you follow the final two cycling disciplines of the Rio 2016 Olympic Games.

 BMX RACING

UCI BMX Permanent Career Number Applications
On 1st August 2006, the UCI introduced a permanent number system for the Men and Women Elite. With this system, riders can choose a “career number”, which they have exclusive rights to use for their entire Elite class career. This will give riders the possibility to market themselves and to give media and spectators an easier way to identify riders. Now for the 10th time, Elite riders are given an opportunity to apply for a number that is not yet in use.

Any riders who have a number that has expired (i.e. they have not recorded any UCI points over the past season) will become vacant again. Such riders may re-apply for their number, although it will be subject to the normal procedure mentioned in the UCI Regulations, § 10 International permanent race number system, (art. 6.1.073 to 6.1.076).

No later than 15th October 2016, each National Federation shall submit the attached application form for all their Men Elite & Women Elite, as well as their Junior Men and Women moving up to Elite in 2017, who wish to receive a UCI BMX Permanent Career Number. That is, riders who were born in 1998 or earlier.

Important: Applications received after 15th October will not be accepted.

Important: If a rider believes that they might end the 2016 season without any points in the ranking on 31st December 2016, they should re-apply for their career number to indicate to the UCI that they wish to keep using it.

UCI Cyclo-cross rankings for the 2016-2017 season
The first UCI Cyclo-cross Rankings of the 2016-2017 season will be calculated on Tuesday 27th September 2016. As per last year, and according to the UCI rule 5.2.009, it will be then calculated every Tuesday until the 21st February 2017.

As a consequence, the registration of Men Elite and Women Elite riders for the 1st and 2nd round of the 2016-2017 Telenet UCI Cyclo-cross World Cup (CrossVegas 24th September 2016 and Jingle Cross Iowa City 24th September 2016) will be based on the current UCI Cyclo-cross Rankings, as shown on our website.

As per the Article 5.3.006 of the UCI Regulations, the riders of the Top 50 UCI Cyclo-cross ranking are pre-qualified.

UCI Regulation changes – radios
Article 5.1.059 has been modified and now authorises radio communication in cyclo-cross, but with specific restrictions:
  • Telenet UCI Cyclo-cross World Cup and UCI Cyclo-cross World Championships only;
  • Men Elite and Women Elite races only;
  • Radio communication from rider to staff only, known as ‘one-way’;
  • Radio communication from management to the rider is forbidden.

Consequently, earpieces, as used in certain road events, are still forbidden in all cases.

Access to the start line, finish and pit area for the Telenet UCI Cyclo-cross World Cup and UCI Cyclo-cross World Championships will henceforth be awarded by the commissaires to mechanics and riders’ assistants, and only after verification of the respective licences.

This distribution will take place during the confirmation of riders taking the start position, under the responsibility of the national coaches. The presence of the assistants in question will not be compulsory during this verification; a copy or photo of the licences will be sufficient. A help sheet for how to prepare for this verification process will be provided to national federations through the event registration portal.

We would ask that the National Federations ensure that the relevant assistants are indeed in possession of a licence.

2017-2018 UCI Financial Obligations for Cyclo-cross have been published on the UCI website.
