MESSAGE FROM THE PRESIDENT
We are just two weeks out from the 2016 UCI Mountain Bike Cross-country World Championships in Nove Mesto Na Morave, Czech Republic.
This year the cross-country specialities are separated out from the gravity and trials competitions, which will have their own UCI World Championships in Val di Sole, Italy, in September.
It will be the first time in the 25-year history of these UCI World Championships, that they take place in the Czech Republic. However, Nove Mesto Na Morave is a longstanding host of our UCI Mountain Bike World Cup presented by Shimano. It is therefore a huge pleasure to bring our World Championships to this town in central Czech Republic which is also a well-known winter sports resort.
The Czech Republic has a tradition of excellence in mountain bike cross-country, not least with 2011 UCI World Champion Jaroslav Kulhavy and last year’s bronze medallist in Vallnord Ondřej Cink. Meanwhile Katerina Nash, medallist at the 2010 and 2014 UCI World Championships is always a strong contender in the Women Elite field.
However, anything can happen in an Olympic year, and our 2016 UCI World Championships come just seven weeks before the Rio 2016 cross-country Olympic events.
Nine UCI World Champion titles will be awarded during the five days of competition in cross-country Eliminator, the cross-country team relay and cross-country Olympic races. Last year, riders from 14 different nations won medals, and I look forward to seeing a maximum number of National Federations represented this year in Nove Mesto Na Morave.
|Rider’s agent exam
This year, the rider’s agent exam will take place on June 24th at the UCI World Cycling Centre in Aigle (SUI). Passing this exam aims to professionalise the riders’ agents in order for the activity to be standardised and better monitored. This certificate has to be added to the licence delivered by the relevant National Federation in order to represent a rider from a team in the first or second division (UCI WorldTeam or UCI Professional Continental Team). 2017 Instructions for the registration of UCI teams – 1st and 2nd division
The 2017 instructions for registration of UCI WorldTeams as well as UCI Professional Continental Teams will be made available around the end of June. It will specify all the regulations the teams need to respect in order to be registered as such. The document will also be sent to potential future managers who emitted their wish to build a new team. 2016 UCI Road World Championships
All the key information to help your National Team plan for the 2016 UCI Road World Championships in Doha can now be found in the general information bulletin.
Online Registration System
As you will read in the information bulletin, the Online Registration System for your riders will open on Wednesday 24th August 2016.
We kindly ask you to please respect the following closing dates:
- Team time trial: 24th September 2016
- All other events, except Elite Men: 25th September 2016
- Elite Men Events: 2nd October 2016
We would like to remind you that the quotas will be allocated based on the rankings of 22nd August 2016.
With regards to the Elite Men category, and for the first time, it is the UCI World Rankings which will be used for the allocation of quotas, instead of the UCI WorldTour Rankings; as for the UCI Continental Circuits Rankings, they will still be used for this allocation. By way of reminder, the Qualification System has been published on the UCI website.
|2016 UCI Junior Track Cycling World Championships
Registration for riders and staff
Online registration for participating riders and staff members at the 2016 UCI Junior Track Cycling World Championships must be completed between Monday 20th June 12:00 (CET) and Sunday 10th July via the UCI Online Registration System.
As previously communicated, with the aim of achieving parity between men’s and women’s Track events, the Women’s Madison has been added to the UCI Junior Track Cycling World Championships programme as a demonstration event. In order to ensure participants’ safety, we would like to remind national teams that athletes must have been specifically trained in the techniques and regulations unique to the discipline. To the same end, a compulsory technical training session will be organised on Monday 18th July following that day’s official training sessions. More information will be provided in the technical guide, which will soon be available on the UCI website and on the event’s website.
The #IRideClean conference on the dangers of doping and the protection of clean athletes will be organised by the UCI and the Cycling Anti-Doping Foundation on Tuesday 19 July, at the end of the official training sessions. Riders' attendance will be compulsory. Race numbers will be distributed individually to riders upon presentation of a licence.
Reminder about conditions of participation for the 2017 UCI Track Cycling World Championships
We would like to remind you that following the regulation changes on 15th March 2016, a nation’s participation in the UCI Junior Track Cycling World Championships is required as a condition of eligibility for that same nation’s participation in the UCI Elite Track Cycling World Championships. Please refer to Article 9.2.027bis for more details.
2017 UCI Junior Track Cycling World Championships
During the last UCI Management Committee meeting in June, the 2017 UCI Junior Track Cycling World Championships were awarded to Shenyang, China. The competitions will be held on the 250m track at the Liaoning Sports Training Center (Baiye Base) on 23rd-27th August 2017.
2016 UCI Masters Track Cycling World Championships
Article 3.9.001 concerning masters riders’ eligibility for participating in the UCI Masters Track Cycling World Championships has been modified; the modifications are available here.
2016-2017 UCI Track Cycling World Cup
The UCI is about to finalise the calendar for the 2016-2017 UCI Track Cycling World Cup – to be signed off at the end of June – and the details with regard to the events to be held at each round.
|2016 UCI BMX World Championships
The 2016 UCI BMX World Championships in Medellin (COL) came to a successful conclusion on 29th May. The championships categories featured 202 riders from 38 countries, while the challenge and masters events had 2144 entries from 36 countries. The results are available on the UCI website.
2018 UCI BMX World Championships
As was mentioned during the UCI BMX Convention, the 2018 UCI BMX World Championships has been awarded to Baku, Azerbaijan (host city of the first European Games).
UCI BMX Permanent Career Numbers
The list of UCI BMX Permanent Career numbers has been updated to reflect the results of the UCI BMX World Championships for those Men/Women Elite main finalists who chose to use #1 - #8 until the 2017 UCI BMX World Championships in Rock Hill. It has been published on the UCI website.
BMX Freestyle Park
The first ever UCI BMX Freestyle Park World Cup was successfully held in Montpellier, France on 4th-8th June. The win for Men Elite was taken by Alex Coleborn (GBR), 2nd place: Daniel Dhers (VEN), 3rd place: Mike Varga (CAN). Next round will be held in Osjiek, Croatia, from 21st to 23rd July 2016.
UCI BMX Freestyle Park World Cup – 5th Round Added
The fifth and final round of the 2016 UCI BMX Freestyle Park World Cup series has been confirmed for Chengdu (CHN). It will be held on 28th – 30th October 2016.

2016 UCI Mountain Bike World Cup presented by Shimano
We saw the Mountain Bike experts competing in Albstadt (GER) for the first Cross-country only event of the season on May 21st and 22nd, followed by la Bresse (FRA) on May 28th-29th. Then, in June, the two Downhill only events in Fort William (GBR) on June 4th-5th and Leogang (AUT) on June 11th-12th.

2016 UCI Mountain Bike Teams – Rider’s transfer period July 11th – 15th 2016
As per the UCI Regulations, we inform you that a rider of a UCI Mountain Bike Team can join another team only during the period from July 11th to July 15th 2016.
Please send us the changes request by email (firstname.lastname@example.org) or by post at the very latest by Friday July 15th 2016 01:00 pm CET with the following documents included:
Rider already in a UCI Mountain Bike team:
- Termination contract signed by team and the rider (for juniors: parents’ or legal representative’s signature)
- New contract signed by the team and the rider (for juniors: parents’ or legal representative’s signature)
- Updated registration form (riders’ section)
To a new rider:
- Contract signed by the team and the rider (for juniors: parents’ or legal representative’s signature)

|UCI Cyclo-cross rankings for the 2016-2017 season
The first UCI Cyclo-cross Rankings of the 2016-2017 season will be calculated on Tuesday 27.09.2016. As per last year, and according to the UCI rule 5.2.009, it will be then calculated every Tuesday until the 21.02.2017.
As a consequence, the registration of Men Elite and Women riders for the 1st and 2nd round of the 2016-2017 Telenet UCI Cyclo-cross World Cup (CrossVegas 24.09.2016 and Jingle Cross Iowa City 24.09.2016) will be based on the current UCI Cyclo-cross Rankings, as shown on our website.
As per the Article 5.3.006 of the UCI Regulations, the riders of the Top 50 UCI Cyclo-cross ranking are prequalified.
Reminder: derogation for Cyclo-cross courses with single pit area
As per article 5.1.028, a double pit area is mandatory for National Championships and UCI events in class 1. If it is not possible to design a course with a double pit area, the organiser’s National Federation must request the consent of the cyclo-cross commission to set up two single pits, before the 15.09.2016. |UCI Trials World Cup
Opening round held in Kraków (POL)
The 2016 UCI Trials World Cup opened on May 20-21 in Kraków, Poland, with strong fields in all three categories: 26" Men, 20" Men and Women.
Aurelien Fontenoy (France) won the Men's 26" category, leading a French sweep of the top four spots. Fontenoy won by a single point over Vincent Hermance; four points to five. In the Men's 20", one of Spain's regular stars, Benito Ros, took victory with five points, followed by Rick Koekoek (NED), one point behind.
The Women's event was won by Germany’s Nina Reichenbach with six points, after the defending UCI World Cup Champion Tatiana Janickova (SVK) had a disastrous final round: after leading the semi-final round, Janickova lost nine points in the final and had to make do with second place.

UCI Trials ranking update after the first UCI Trials World Cup round
The 2016 Trials ranking has been updated after the 2016 UCI Trials World Cup opening round. The Spanish rider Abel Mustieles (Men Elite 20) with 1204 points, the French Vincent Hermance (Men Elite 26) with 1145 points and the Slovak Tatiana Janickova (Women Elite) with 1003 points are leading the classification.
The top ten athletes in the ranking are automatically qualified for the semi-finals of UCI Trials World Cup events, without being required to contest the quarter-finals. This privilege encourages riders to participate in a maximum number of C1 events in order to win valuable UCI points.

Round 2 - Les Menuires (FRA)
The second 2016 UCI Trials World Cup will be held in Les Menuires (FRA) from 9th to 10th July 2016.
The registration will start on 26th June 2016 and close on 4th July 2016, 12:00 CET.

2016 UCI Trials World Youth Games – Freiamt (GER)
The 2016 UCI Trials World Youth Games will be held in Freiamt (GER) on 5th to 7th August 2016.
The registration will start on: 17th July 2016 and close on 25th July 2016.
Publication of entry lists for all categories will be on 27th July 2016.

|2016 UCI Para-cycling Road World Cup – Ostend (BEL), 20th-22nd May
The second round of the 2016 UCI Para-cycling Road World Cup took place in Ostend, Belgium, on 20th-22nd May 2016. Participation in the event was exceptional, with no fewer than 356 riders (including 42 tandem pilots) from 34 countries taking to the start line in this small town in the north east of Belgium. Despite the course being relatively flat, it was not without difficulty, as riders faced strong Belgian coastal winds the length of the course before crossing the finish line.
2016 UCI Para-cycling Road World Cup – Basque Country (SPA), 15th-17th July
The registration period for the final round of the 2016 World Cup opened on Wednesday 8th June and will close on Wednesday 22nd June 2016. We would like to remind you that it is compulsory for everyone (including independent athletes) to register via the UCI Online Registration System in order to have their participation in the event authorised. Please also note that the classifications will take place on 12th & 13th July, and that all riders with a “new” or “review” sporting status must be evaluated by classifiers on those dates, in accordance with the classification schedule which will be published on our website following the closure of registrations.
You will be aware that we have been using a new method of detecting technological fraud this year. We have invested heavily in the development of a method and equipment that is easy to use, effective, fast and reliable. We have investigated a number of methods of detecting concealed motors in bicycles including X-Ray, ultra-sonic, thermal imaging and magnetic resistance.
The most effective method we have found is magnetic resistance and we have developed hardware and software that is 100% effective in detecting technological fraud. The scanner utilises the principles of magnetic resistance by creating a fixed magnetic field and then measuring the disturbances to this field from items such as motors, control components wiring and batteries. We tested this extensively in our initial phase and have since carried out over 2500 tests in the field. The application also has a reporting function providing a full written report on each test undertaken.
This method is very robust and weatherproof and is easily deployed in any environment. It is easy to operate with minimal training and can scan bikes of any frame material. Scans take around thirty seconds enabling a single operator to scan a large volume of bikes in a small space of time.
We are confident that we have an effective, robust and reliable solution in place and we are now in a position to make this available to National Federations.

We would like to inform you that the new Training guide for BMX Commissaires has been published in English and French on the UCI website.
This training guide was created in close collaboration with experienced BMX International Commissaires. We would like to warmly thank Mr Norm McCann and Mrs Christine Deconclois for their work.
The guide has to be one of the main source of information to prepare for the BMX National Elite and International Commissaires courses. Please feel free to use it for the BMX National Commissaire courses in your country, as well.
