  Joint Programming Newsletter

          
Joint Programming is a research and innovation policy concept driven by societal challenges. Its aim is to tackle grand societal challenges through more efficient use of resources, by the alignment of funding at national level and through decreasing fragmentation in the European Research Area (ERA). There are over seventy active ERA-NETs and ten Joint Programming Initiatives (JPIs); for an overview see our joint programming website. This monthly newsletter provides in a nutshell up-to-date information for scientists, (research) policy actors, and other stakeholders.

About us

The JPI & ERA-NET team of the division Wageningen International at Wageningen UR (University and Research centre) follows ERA policy and strategy, the JPIs and ERA-NET (Cofund) Actions, specifically those in the areas of the bioeconomy, food, and the blue and green environment. Information is shared through website, newsletter, social media, and seminars. We support the liaison on the national as well as the European level. Moreover, we coordinate the European platform of bioeconomy ERA-NET Actions, lead alignment activities and other coordination work within FACCE JPI Secretariat, and are involved in organising ERA-NET Cofund programmes. 

Editorial

Welcome in the new year, dear readers. Under the Dutch EU presidency a number of research and innovation related events will be organised in the Netherlands in the coming months with relevance for or impact on joint programming initiatives, European collaboration, and the research programming and funding systems. For example the European Bioeconomy Stakeholders Conference, the Antimicrobioal Resistance Conference, and the launch event of the new agenda for European Research Infrastructures of ESFRI. Alignment and interoperability are key in successful European collaboration. On the political level, the May Council meeting of the Ministers of research (COMPET) in Amsterdam is the big thing. Preparations up to that Council meeting include an informal COMPET Council for informal discussions on the topic of research, and the meeting of ERAC in January in Amsterdam. ERAC (European Research Area Committee, formerly CREST) is a strategic policy advisory body whose function is to assist the European Commission and the Council of the European Union in performing the tasks incumbent on these Institutions in the sphere of research and technological development. The High Level Group Joint Programming operates as a specific configuration under ERAC and has a new mandate strengthening its role in the ERA advice structure. The JPI and ERA-NET community will hear all about that next week at their annual gathering in Brussels. The theme of this years’ conference is: Building and Sustaining Commitment to Public-Public Partnership. A New Year’s resolution to unite many organisations and initiatives, and overarch a whole bunch of activities. Stay tuned by following the news on www.jointprogramming.nl and through the newsletters. New date for the Annual Joint Programming Conference

 
The Annual Joint Programming Conference planned for 24-25 November 2015 is shifted to 14-15 January 2016. This conference is focusing on building and sustaining commitment to Public-Public Partnerships.

Matchmaking event ERA-NET COFUND Smart Urban Futures (ENSUF) Call

 
During this matchmaking event on 21 January 2016 on the ENSUF Call in Utrecht, representatives of municipalities, social entrepreneurs, scientists and other interested parties can meet to explore ideas for building a consortium together to submit a pre-proposal in the ENSUF call. This call, established by JPI Urban Europe, was opened at 16 December 2015.

EC conference on EU agricultural research and innovation

 
Challenges faced by agriculture and rural areas and the long-term character of research activities call for a strategic approach to research and innovation. European Commission organises a conference on 26-28 January 2016 in Brussels to discuss how such a strategic approach could be implemented.

Expert Group evaluates on the concept of Joint Programming

During the summer of 2015 an Expert Group, established by the Commission, carried out an evaluation of Joint Programming to address grand societal Challenges. This group has reviewed documentary that had been produced to monitor and support the implementation of the Joint Programming Initiatives (JPIs).

Expert Group on ERA-NET Cofund

The Commission has set up an expert group to assess the first ERA-NET COFUND actions under Horizon 2020, identify critical issues that need to be addressed and propose if necessary adjustments. The group consists of 5 independent experts and started to work in December 2015 and will deliver its final report in June 2016.

COFUND ERA-NET 'Bioenergy Sustaining the Future' joint call open

A consortium of nine EU Member States and Associated Countries, including the Netherlands, is implementing an ERA-NET COFUND activity entitled Bioenergy Sustaining the Future (BESTF3). This activity will provide funding to collaborative bioenergy projects that demonstrate at least one innovative step and will result in demonstration at a pre-commercial stage.

JPI MYBL Second Call pre-announcement

This call from JPI More Years, Better Lives (MYBL) will enable a better international coordination of R&D programmes and activities relevant to Demographic Change in order to address the most urgent and demanding challenges defined in the Strategic Research Agenda (SRA), developed under the EC funded Coordination and Support Action J-AGE II. The Netherlands, 7 other EU countries, Israël and Canada have allocated funding.

EC gives green light for large scale ERA-NET for Climate Services

 
The 75 M€ ERA-NET COFUND “European Research Area for Climate Services” (ERA4CS), involving over 40 partners from 16 countries, can now start on the first of January 2016 as planned. The kick-off meeting is planned on 19 January 2016 in Paris and then a large open call will be launched in March 2016.

JPI Climate Outreach and dissemination workshop attracts participants from different countries to Venice

 
The aim of this event was to explore engagement opportunities with funding agencies, stakeholders and researchers in countries and organisations not currently linked with JPI Climate, with a view to expanding access to knowledge and evidence from research across Europe to better inform policy and practice initiatives.

National and European research funding in the field of antibacterial resistance is unbalanced and underfunded, according to new research by the Joint Programming Initiative on Antimicrobial Resistance (JPIAMR) published in the journal Lancet Infectious Diseases on 19 December 2015.

JPIAMR preannouncement: Call for transnational proposals on Antimicrobial Resistance

 
This ERA-NET COFUND call, JPI-EC-AMR, with over 20 participating countries (including the Netherlands) will open in January 2016 and will support multidisciplinary research networks to conduct collaborative and complementary studies that will unravel the complex dynamics of selection and transmission of antimicrobial resistance to understand the mechanisms that contribute to the spread of resistance.

The Water JPI ran its second workshop on alignment on 19 November 2015 in Paris. Attendees included Water JPI members, as well as representative from the FACCE JPI and ERA-learn.

ERA-NET Cofund WaterWorks 2015 pre-announcement in mid-January

 
This 26 M€ ERA-NET COFUND, a collaboration of Water JPI and FACCE JPI, will set up a programme on sustainable water use in agriculture to increase water use efficiency and reduce soil and water pollution. The call will be pre-announced in mid-January 2016.

New Zealand joins FACCE-JPI as an Associate Member

 
FACCE JPI member countries decided to welcome New Zealand as the first Associate Member of the Joint Programming Initiative on Agriculture, Food Security and Climate Change at the November 2015 Governing Board meeting. This decision takes effect as of 1 January 2016.

ERA-GAS pre-announces call on monitoring & mitigation of Greenhouse gases from agri- and silvi-culture

 
The ERA-NET for monitoring and mitigation of greenhouse gases (GHG) from agri- and silvi-culture (ERA-GAS) is planning to launch a call for transnational research proposals under the ERA-NET COFUND scheme of Horizon 2020 of the European Commission on 1 March 2016. 13 countries (including the Netherlands) are the funding countries of this call.

ERA-NET SusAn: Call launched on sustainable animal production

 
The ERA-NET Sustainable Animal Production (SusAn) has launched a call for transnational research proposals. Deadline for pre-proposal submission is 29 March 2016. The Netherlands is one of 23 European funding countries of this call.

Training Course: Using Foresight in Public-Public-Partnerships (P2Ps)

 
The aim of this training course on 20-22 January 2016 in Vienna is to empower management structures of Public-Public-Partnerships in their endeavor to develop, align and update their Strategic Research (and Innovation) Agendas in the trans-national context of Joint Programme Initiatives.
