State and Coast Guard collaborate on statewide safety network

“Full operating capability” has been achieved on shared infrastructure designed by State of Hawaii and U.S. Coast Guard (USCG) engineering professionals to provide robust and survivable communication links and facilities throughout Hawaii.
The ANUENUE Interisland Digital Microwave Network consists of high-capacity microwave links, radio towers, and facility buildings that interconnect and support the systems and networks relied upon by first responders, search and rescue, law enforcement, emergency services, and critical government operations. Twelve ANUENUE “high sites” located on mountain tops — many at remote locations — connect with eight sites located at state office buildings and USCG properties.

ANUENUE is jointly managed by the USCG Base Honolulu C4IT Division, which is based on Sand Island, and the state Department of Accounting and General Services’ Information and Communication Services Division (ICSD), which is overseen by the CIO. As part of the ANUENUE agreement, the USCG C4IT Division maintains all of the system’s radios and electronic equipment.

Japan and Hawaii share cyber security best practices

On Oct. 28, CIO Todd Nacapuy met with Mr. Kazuyoshi Matsunaga, director of Japan’s Ministry of Foreign Affairs’ Information and Communications Division, to compare cyber security best practices in Hawaii and Japan. They learned they face similar challenges of enforcing security policies, securing adequate funding for cyber security programs, and hiring qualified cyber security staff.

There was also agreement that partnerships, information sharing, and collaborations among the many key agencies and communities are crucial to raising awareness of the potential threats and to protect government’s technology infrastructure that extends from on premise technologies to remote cloud services to dispersed mobile devices.

Other attendees included Sen. J. Kalani English and Rep. Scott K. Saiki of the state Legislature, Mr. Ko Murabe and Ms. Sonia Takahashi of the Consulate General of Japan in Honolulu, and Ms. Michelle Dietz of the State Fusion Center.

ETS assists State Parks with new online permitting system

After the Department of Land and Natural Resources (DLNR) Division of State Parks provided Kaena Point permits to more than 3,000 people this year, State Parks staff sought assistance in streamlining the process with a more efficient, modern system, while still allowing permits to be provided at no charge.
Permits are granted for driving access to a coastal portion of Kaena Point State Park Reserve (Mokuleia section) on Oahu’s north shore, and the current system was instituted as an attempt to curtail habitat damage caused by and accelerated by off-road vehicle use, to reduce soil erosion into the high quality near-shore waters frequented by fishers, and to stop other illegal and damaging activities. Valid 24-hours a day, 365-days a year (unless the park is closed for weather or emergency reasons), the permits allow drivers to transit designated roads, in a safe manner, behind a locked gate at the end of the paved road in the park.

Thanks to grant funds provided by the Hawaii Community Foundation and the commitment of the DLNR, an effective and efficient solution was identified and implemented to upgrade the process while avoiding public user fees. The new system includes a web-based login capability for public users, back-end administrative tools and database, and the ability to disseminate weekly gate lock combinations via web services.

More departments adopting eSign Services

Since the governor’s office began using the Office of Enterprise Technology Services’ (ETS) eSign Services solution on Oct. 1 to process documents electronically, many other departments and agencies have expressed interest in this more efficient, less paper-dependent way of doing business.
Last month, the ETS eSign Services team met with many different departments/agencies and is proud to announce the following early adopters who have implemented or are working toward implementation of eSign:

Office 365 migrations continue across state agencies

Overall User License Migration Status
The Office 365 Project is keeping pace with its accelerated migration schedule.

As of this week, the project team has aided state departments and agencies in deploying 9,056 user licenses, or 72 percent of those available under the current Microsoft agreement.

In addition, more than 6,190 mailboxes have been migrated for those departments and agencies requiring data migration.

Most of the remaining user licenses are on track for deployment by the end of 2015 — along with the benefits of added security, disaster recovery, applications/tools, and budget sustainability.
Congratulations and mahalo to the Campaign Spending Commission, Department of Hawaiian Home Lands, Hawaii Criminal Justice Data Center, and Public Utilities Commission, which are the most recent additions to the state’s Office 365 ohana. Almost all Executive Branch departments will have migrated to the state’s Office 365 cloud services by 2016.

Team Member Spotlight: Bryant Yabui

ETS recently welcomed Bryant K.M. Yabui to the team as a procurement specialist. A graduate of Lewis and Clark Law School, Mr. Yabui brings to the position extensive experience in contracts management and most recently worked with the Hawaii Disability Rights Center as an intake advocate/attorney.
Prior to that, he worked as a contracts/reimbursement specialist at Castle Medical Center, as well as a contracts manager at CB Richard Ellis Facilities Management Inc. and senior contract analyst at Bank of Hawaii. In addition to earning his juris doctorate from Lewis and Clark, Mr. Yabui graduated from the University of Hawaii at Manoa with a bachelor of arts in sociology. He currently serves as member of the State of Hawaii Disability and Communication Access Board.

DOH launches new interactive tool for increasing access to community health data

The Hawaii State Department of Health (DOH) has launched a new resource for residents and others seeking information on public health data about their communities in Hawaii. The DOH’s Hawaii Health Data Warehouse (HHDW) has introduced a new easy-to-use interactive query/reporting tool — the Indicator-Based Information System, or IBIS — that provides users more control to find and access the data they want. An online step-by-step guide walks the user through the user-friendly query process.

“The new HHDW platform puts Hawaii’s health data at the public’s fingertips. Giving Hawaii residents easy access to this information, including the ability to track our progress towards meeting state and national health goals and objectives, is an important priority for the Department of Health.”

The Shidler College of Business’ inaugural MIS Splash on Nov. 23 will feature Gov. David Ige and a panel of four distinguished CIOs, including state CIO Todd Nacapuy, who will discuss Hawaii’s IT workforce.

One of the goals of the event is to increase awareness of career options and job opportunities in Hawaii. This aligns with the Ige Administration priority to empower the university to focus on 21st Century skills and learning.
