CalMutuals Testifies at Public Hearing
On June 22nd, the State Water Resources Control Board ("the Board") held a public hearing to receive comments relating to the draft Drinking Water Program fee regulations. Executive Director, Adán Ortega, attended the hearing to testify on behalf of CalMutuals, urging the Board to consider adding more categories of service, with a minimum fee for all systems and additional fees for larger systems that pass a certain threshold of service connections.
Executive Director Ortega also urged the Board to take into account that all governmental bodies engaged in regulating public water systems should benefit from the proposed operating permit fee increase by passing through funds paid by such systems to county health departments that currently oversee systems with less than 200 connections. He reminded them that mutual water companies are required to report various operational and governance data to other government entities, such as Local Agency Formation Commissions, who also lack funding to fully carry out such state mandates.
Although no action on the draft fee regulations took place at the hearing, the Board could consider adoption of any final draft fee regulations at the September 20th meeting.
CalMutuals will continue to advocate for a more equitable approach to the proposed fees as the draft regulations move forward.
