Water Board Hosting Workshops on Prop 1 Goundwater Grants

The State Water Board staff will conduct six public meetings across California in June to provide an overview of the Prop 1 Groundwater grant funding process and the adopted Guidelines.

Division staff will also provide an overview of the Final Application for the Groundwater Grant Program and answer any applicant specific questions.

DWR Announces Listening Sessions

The California Department of Water Resources (DWR), State Water Board and California Department of Food & Agriculture (CDFA) will hold three public  listening sessions over the next week in response to Governor Brown’s May 9th Executive Order.

The listening sessions will cover urban, agricultural and rural water shortage issues, focused on directives relating to long-term water conservation goals in the California Water Action Plan.

Below are the details:

Listening Session 1:  Friday, June 3 in Sacramento

CalMutuals Takes Action to Address Tax Exempt Status Issue

CalMutuals has submitted a letter of support for a budget trailer bill that will serve as the vehicle in addressing the absence of a tax exemption status in California for mutual water companies.
 
Background:
A concern faced by mutual water companies in accessing grant funding from the state revolving fund (SRF) and Prop. 84 is the absence of tax exemption status in California for mutual water companies. This will continue to be an issue as mutual water companies apply for grants from the recent voter-approved Proposition 1.

The federal tax code, 501c12, grants mutual water companies tax exempt status; however, no equivalent exemption exists at the state level.

CalMutuals is seeking to address this issue through a budget trailer bill that includes provisions for enacting state tax exemption status for mutual water companies.

We will continue to keep our members updated on the status of our efforts.

Update on AB 1794 (C. Garcia)

As reported in our March newsletter, CalMutuals has been actively supporting AB 1794 (C. Garcia) which, if passed, will include three (3) members from the water purveyor community to a seven (7) member-board of the Central Basin Municipal Water District in Los Angeles County to increase representation and transparency.

With our support, AB 1794 has now reached the Assembly Appropriations Committee.

Why our support matters:  Passage of AB 1794 is important to mutual water companies across California because implementation of the Sustainable Groundwater Management Act (SGMA) has created issues for mutual water companies in the Central Valley and the Inland Empire that could jeopardize water rights if mutuals are excluded from governance agreements. 

Passage of this bill can prove that mutuals play positive roles and will hold regional water suppliers accountable.

We will continue to monitor AB 1794 and keep our members updated on the status of the bill.
