New Standard Indicators:
Your Opportunity to Weigh in!

USAID is currently redesigning its standard program indicators, including those for Goal 3 programs. Once approved, missions with Goal 3 programs will be required to report on these indicators, when applicable.

USAID has asked the USAID ECCN Community of Practice to provide feedback on the draft indicators and reference sheets. We will be collecting all your feedback by January 17, 2016 and submitting it to USAID for their consideration.

These indicators address four topics related to our work: conflict sensitivity, safety, equity, and students with special education needs. You can provide us feedback on any and all of these indicators using one of two methods:

E-mail: Review the draft indicators and reference sheets below and send your written comments to by the end of day, January 17.

Reference Sheet 1 / Reference Sheet 2 Reference Sheet 3 / Reference Sheet 4

NowComment: You will receive an email from NowComment titled "NowComment Notifications" with the subject line "[NowComment] USAID ECCN has added you to USAID ECCN CoP" in the next few hours that will provide you with a link to access the documents for your consideration and comments.

To help formulate your comments we list below guiding questions you may want to consider when providing feedback:
  • Is the proposed indicator a good reflection of the theme it is designed to measure?
  • Is it well defined?
  • Is it feasible in terms of data collection?
  • Is it designed to produce consistent and reliable data?
  • What challenges, if any, do you see with including this indicator as a standard indicator? What changes would you recommend to address these challenges?
  • Are there any specific examples from your work in Goal 3 contexts to support your recommendations?
If you have any questions about this process, e-mail Shai Fuxman, USAID ECCN Protocols and Metrics Specialist, at
Education in Emergencies and Protracted Crisis Consultation, Phase II
USAID ECCN is working with INEE to facilitate 2 consultations (one for USAID staff and one for all other USAID ECCN members) related to the Education in Emergencies and Protracted Crisis Consultation, Phase II. This consultation is a follow up to one held in June 2015 in preparation for the July Oslo Summit. This second consultation will focus on gathering reactions to specific next step recommendations for global leaders related to a proposed "common platform" to generate political commitment and financial resources for meeting the educational needs of millions of children and young people affected by crisis.

For more background regarding this process, please visit INEE's webpage dedicated to the topic.

The consultation period is currently planned to take place January 18-29, 2016 (which may be adjusted if necessary). You can participate in two ways:
  • Read and comment on the options paper between January 18-22.
  • Participant in a live, 1 hour, online consultation scheduled during the week of January 25.
Look for an update from USAID ECCN soon with specifics about these consultations.
