Your October 2020 Update

A note from your Chamber,

Welcome to your October newsletter. Hopefully, you are all keeping well and continuing to navigate your way through the ongoing impacts of the coronavirus pandemic.

Job Support Scheme
The Chancellor of the Exchequer recently announced a package of new measures to support businesses in the Winter months and replace the furlough scheme which officially ends on 31 October. The new Job Support Scheme will run from 1 November 2020 for six months and will enable businesses with reduced demand due to Covid-19 to continue to employ their staff.

The business will pay its employee for hours worked but the cost of hours not worked will be split between the employer, the Government and the employee (in the form of a wage reduction). More information on the Job Support Scheme can be found here.
Tax cuts and deferrals
The Government will also be extending the temporary 15% VAT cut for the tourism and hospitality sectors until the end of March 2021.

Any businesses with deferred VAT bills will be given the option to pay back in smaller instalments rather than a lump sum under the New Payment Scheme. More information on tax cuts and deferrals can be found here.
Pay as You Grow loan repayment scheme
Businesses that took out a Bounce Back Loan will now have more flexibility to pay them back. This will extend the length of the loan from six years to ten years, cutting monthly repayments by nearly half.

The Government is also giving Coronavirus Business Interruption Loan Scheme (CBILS) borrowers the ability to extend the length of the loan period from six years to ten if it will be help businesses repay the loans. Further guidance can be found here.
We hope that the further Government support will be beneficial to businesses in the coming months to aid recovery and growth.

The scheme is funded by a grant through the Leeds City Region Enterprise Partnership (LEP). If you know of any businesses who could benefit, please forward on this email or ask them to get in touch via

As fieldwork for Quarterly Economic Report Q3 was being carried out, lockdown measures were eased, schools were opening their gates, and many businesses that had been working remotely were beginning to return to their workspaces and to a new ‘normal’.
Despite the ongoing challenges, the region has shown true Yorkshire resilience over the last few months. Investment intentions for both plant and machinery and staff training remain historically low, but saw an increase in quarter three as more and more businesses adapt to new ways of working and take on new technology to aid them in doing so. These tentative signs of recovery are reflected in business confidence, which is slowly rising again in some sectors.

EU trading arrangements
Is your business ready to export after Brexit? The new trading arrangements will come into force on 1 January 2021. If you currently export to the EU, or are planning to begin exporting to the EU, make sure you are aware of the changes here.
Exporting to Turkey
Please be aware that Turkish Customs will no longer accept the wording ‘European community’ in box 3 on a European certificate of origin. The country of origin or ‘European union’ followed by the country will be accepted going forwards.
Exporting to Vietnam
Please note that the Free Trade Agreement (FTA) between the EU and Vietnam came in to place on 1 August 2020. This means that an EUR1 can now be  issued for exports to Vietnam. Exporters should ensure their goods meet the necessary rules of origin before applying.
