Deciding Australia's post-2020 climate change commitment

It’s been a busy few weeks for climate change policy in Australia: the Government’s UNFCCC Task Force has released a discussion paper on Australia’s emissions reduction target and is calling for submissions; the latest official emissions projections have been released, showing much slower underlying emissions growth to 2020; and the Government has released proposed rules for the ‘safeguard mechanism’ for the Emissions Reduction Fund. Two weeks ago we convened the first high level public forum on the question of Australia’s post-2020 emissions target. All countries are called on to submit their so-called ‘intended nationally determined contributions’ to a new climate agreement in the next few months. The EU and US pledges are clear, and China has outlined its contribution. For Australia, there are important questions about what the national emissions target should be, how it compares internationally and how it relates to Australia’s interest in effective global climate change action, and what form it should take.

The forum heard from leading researchers and the officials in charge of the government process. We have made available videos from all presentations and panel discussions, and the slides used by presenters are available here. Sessions included A key point of interest in recent media reporting was the question what effect the carbon pricing mechanism and its repeal had on Australia’s national emissions, a question we addressed in last year’s working paper on the effect of carbon pricing on Australia’s electricity sector. We’re currently updating that work.  Our working paper series is a rich resource of research on current issues in climate change and energy economics and policy, the latest addition is a paper on drivers of greenhouse gas emissions.
