E-Bulletin: Procedures Manual Update

6th July 2015

The NSCB’s online Child Safeguarding Procedures Manual was updated on 6 July 2015. This e-bulletin contains a summary of the changes that have been made as part of the scheduled update to the Procedures Manual.
All agencies involved in child safeguarding in Northamptonshire should review the updated and new policies and procedures below. All agencies must then ensure that their own internal processes and procedures are up-to-date.

Existing Policies and Procedures Amended:

Chapter 1.6 Neglect
Updated to include NSPCC guidance on pre-school children.

Chapter 2.1 Northamptonshire Safeguarding Children Board (NSCB) – Role, Functions and Membership
Updated to include an up-to-date structure chart with new Chairs of Sub-Groups.

Chapter 3.1 Referrals
Updated to include a link and information relating to the online referral form. 

Chapter 4.2 Abuse by Children and Young People
This policy has undergone a major review and update.

Chapter 4.5 Bullying
This policy now includes an updated section on the law, cyber-bullying and an anti-bullying resource list.

Chapter 4.6 Child Abuse and Information Communication Technology (ICT)
This policy has been updated with new links to revised 'Acceptable Use' policies, a template e-safety policy and an e-safety incident reporting log.

Chapter 4.8 Children Living Away From Home and
Chapter 4.13 Children Moving Across Boundaries
Updated to include a link to the East Midlands Regional Protocol on 'Notification by other local authorities of children placed within local authorities in the East Midlands'.

Chapter 4.12 Children Missing From Home and Care Joint Protocol
The protocol has been removed from the Procedures Manual and is now accessed directly from the NSCB website.

Chapter 4.14 Children of Parents who Misuse Drugs and Alcohol
This chapter has undergone a major review and update.

Chapter 4.17 Complex Organised or Multiple Abuse
This chapter has undergone a major review and update.

Chapter 4.26 Practice Guidance on Self Harm
This guidance has been amended to include information and links to the Self-Harm Toolkit.

Chapter 4.28 Safeguarding Children and Young People from Sexual Exploitation and
Chapter 10.2 Child Sexual Exploitation Toolkit
Updated to include links to the CSE Toolkit and Assessment Tool on the NSCB website.

New Policies and Procedures added to the Procedures Manual:

Female Genital Mutilation Screening Tool
A new screening tool for practitioners who may come across children or young people vulnerable to FGM.

Safeguarding in Sport
New guidance for clubs in Northamptonshire with links to national guidelines and support provided by Northamptonshire Sport. 

People Posing a Risk To Children
A new procedure for dealing with people who may pose a risk to children and a list of offences that may indicate a risk. 

Safeguarding Children and Young People in Police Custody and the Secure Estate
A new policy detailing the responsibilities for safeguarding young people in Police custody and the secure estate. 

Accidental Poisoning Leaflet
An information leaflet for parents and practitioners detailing risks to children and safety checks that can be made.

Concealed Pregnancies
A new chapter detailing the procedure for mothers who have concealed their pregnancy.

Early Help Assessment and CAF

All references within the manual to Common Assessment Framework, Common Assessment for Families and CAF have been changed to reflect the move to Early Help Assessment in Northamptonshire. The Procedures Manual provides links for further information.
