NVTA Update

December 2020

It is hard to believe the end of what turned out to be an unprecedented year, is nearing. We recognize 2020 required a major pivot, and thank our Authority members and their staff, member localities, agencies and stakeholders for ongoing collaboration this challenging year…we made it! We also thank all the Northern Virginians who took the time to offer feedback during our FY2020-2025 Six Year Program Public Comment Period and Update. We couldn’t have done any of it without you!

Regional collaboration is a necessity to keep Northern Virginians moving, and we'd like to invite you to an event that highlights these established regional partnerships, as well as initiatives and transportation projects underway. The public is invited to the annual Northern Virginia Joint Transportation Meeting on Tuesday, Dec. 8, 2020, hosted by select representatives from the Northern Virginia Transportation Authority (NVTA), the Commonwealth Transportation Board, Virginia Department of Transportation (VDOT), Virginia Department of Rail and Public Transportation (DRPT), Office of Intermodal Planning and Investment (OIPI), Northern Virginia Transportation Commission (NVTC) and Virginia Railway Express (VRE). Virginia Secretary of Transportation, Shannon Valentine, will be joining the meeting as well. 

The meeting will include an opportunity to receive public comments following agency presentations on transportation initiatives, including:

  • Virginia’s Statewide Transportation Improvement Program;
  • VTrans Draft Mid-term Transportation Needs; 
  • NVTA’s FY2020-2025 Six Year Program; TransAction; COVID-19 Analysis; and the Regional Multi-Modal Mobility Program (RM3P) in partnership with the Commonwealth of Virginia;
  • NVTC’s Commuter Choice Program; and
  • VRE project updates.

Continuing in the spirit of regional collaboration, the Northern Virginia Transportation Alliance hosted its 16th Annual “What You Need to Know about Transportation” event, held virtually this year. NVTA Executive Director, Monica Backmon, joined other transportation leaders in the region to discuss the latest in transportation and COVID’s impacts on the D.C. region’s transportation network.

Did You Hear?

We issued a call for proposals from qualified firms to update NVTA's TransAction, the long-range transportation plan for Northern Virginia, together with the next three updates of our Six-Year Program - including Transportation-Related Technical & Communications Services.

Over the past few weeks, our Technical Advisory Committee (TAC); Planning Coordination Advisory Committee (PCAC); and Planning and Programming Committee (PPC), met to discuss TransAction Goals, Objectives, Measures and Processes, in the midst of the Plan update, which occurs every five years.

A new TransAction Vision Statement was approved by the TAC, PCAC and PPC, to be presented before the full Authority on December 17th.

Proposed TransAction Vision Statement:

“Northern Virginia will plan for, and invest in, a safe, equitable, sustainable, and integrated multimodal transportation system that enhances quality of life, strengthens the economy, and builds resilience.”

The Authority is planning to update its Economic Impact Analysis, which gives an overview of how Authority-funded projects are impacting the economy. A contract award is anticipated at the December 17, 2020 business meeting. The Authority Meeting will broadcast live on our YouTube Channel.

We are once again partnering with the Greater Washington Partnership (GWP), which is conducting round two of their Capital COVID Survey: Return to Work, and they are currently accepting feedback! Alongside elected officials and partner organizations, the GWP Board’s Reopening Committee has been working together in support of regional unity and solutions since April to enable a safe, gradual, and inclusive reopening. To that end, in August, with public and private sector partners, GWP conducted the first Capital COVID Survey to better understand how organizations were planning to reopen worksites and what factors prevented employers from returning workers to offices, including factors like testing and transit. The first survey showed a high level of uncertainty around the physical return to worksites and a gradual return with about half of employees expected back at worksites by the start of 2021. 
GWP’s second survey for the snapshot will encompass partners from Baltimore, Washington, D.C. Metro Region, down to Richmond. The survey will be live through Friday, December 11. 

ALERT: NVTA Meeting Updates

Due to insufficient action/urgent information items, the Planning and Programming Committee, Technical Advisory Committee and the Planning Coordination Advisory Committee Meetings will not be convening in December 2020 and January 2021. Future meeting dates will be announced in January. For the same reason, the Finance Committee will not meet in December and will reconvene on January 21, 2021.

Due to the start of Hanukah, the December Authority meeting, scheduled for December 10, 2020, has been rescheduled for Thursday, December 17th at 6 p.m. The Governance and Personnel Committee will meet the same evening at 5 p.m.
