Authority Meeting Highlights

April 9, 2021

Last evening, the Authority reconvened virtually once again, beginning the meeting with the adoption of a resolution on finding the need to conduct the business meeting by electronic communication means during Governor Northam's declared State of Emergency during the COVID-19 pandemic.

The Authority business meeting began with a presentation from Sree Nampoothiri, NVTA Senior Transportation Planner, who unveiled the new 2021 Economic Impact Study: NVTA Capital Investment, which analyzes the economic impacts of $3.3 Billion in regional and local funding through the Northern Virginia Transportation Authority.

NVTA joined forces with Chmura Economics & Analytics once again, to bring you the latest Economic Impact Study results highlighting how taxpayer dollars are hard at work. A nationally recognized economic modeling system was utilized that reduced the study’s cost while increasing transparency and reliability. 

The Authority’s investments in regional, multimodal transportation projects located throughout Northern Virginia, results in:
  • More than $5 Billion in economic impact in the Commonwealth, giving more than 150 percent return on investment.  
  • 30,000 jobs created in the Commonwealth, with 90 percent staying in NoVA, ensuring the future growth and vitality of the region.

Budget Action

Following the economic impact presentation, the Authority unanimously adopted the proposed FY2022 Regional Revenue Fund (70%) Budget, Local Distribution Fund (30%) Budget, and FY2022 Operating Budget

  • Regional Revenues were adjusted downward to capture the impact of the COVID-19 pandemic and restrictions on the economy for FY2022. Sales Tax Revenues for FY2021 are lower than the previous year but revenues didn’t decline as much as NVTA staff predicted in part due to the newly taxed internet sales tax which began in FY2020.
  • Beginning with FY2020, the Authority elected to charge the operating budget to the Regional Revenue Fund, which in turn resulted in increased 30% distributions to member jurisdictions, estimated at $2.7 million in FY2022.

Additionally, Tracy Baynard, McGuireWoods Consulting, LLC, provided an update on the 2021 General Assembly Session and a Work Plan for 2021, including:
  • Participating in studies that address transportation needs in Northern Virginia; and
  • Monitoring state activity around the transportation sector’s role in helping Virginia meet carbon emission goals. 

Ms. Baynard explained how the Commonwealth Transportation Board (CTB) requested an overview of Virginia’s Regional Transportation Authorities (RTAs), including entities in Northern Virginia; Hampton Roads; and Central Virginia. The Attorney General's Office will provide analysis of financing, project selection, and prioritization activity of each RTA, including the Northern Virginia Transportation Authority, which will assist as needed. 

Ms. Baynard also presented a timeline of key studies and reports related to Transportation Infrastructure. Throughout 2021 and 2022, Virginia agencies will conduct several studies and provide recommendations and information on transportation infrastructure or environmental analysis that could influence mid and long-range transportation planning for Northern Virginia.

Justin Wilson, Mayor, City of Alexandria, and Authority member, provided a brief update on activities of the NVTA Planning and Programming Committee (PPC). The PPC recently discussed the draft of the Transportation Technology Strategic Plan (TTSP) and Action Plan, next steps, and how it all ties into the TransAction update.

Once the TTSP and Action Plan have been updated based on NVTA Committee feedback received throughout March, the latest drafts will once again be shared with the NVTA Committees - PPC; Planning Coordination Advisory Committee (PCAC); and Technical Advisory Committee (TAC) - during the April meeting cycle. After feedback is integrated, the TTSP and Action Plan, along with a specific set of recommendations, will be presented to the Authority for approval in May.
