Mr David Hogger of The Planning Inspectorate commenced his examination of St Albans District Council’s draft ‘Strategic Local Plan’ (SLP) on 26 October 2016.

On 28 November 2016, Mr Hogger ruled that St Albans District Council’s draft SLP does not meet the requirements of planning law and planning practice.

Mr Hogger has advised your Council by letter that it has failed to adequately identify, address and seek cooperation on key cross boundary planning issues with adjoining councils such as Dacorum Borough Council and Welwyn Hatfield Borough Council.

To fall at the first fence in Mr Hogger’s examination is a truly embarrassing setback for your Council. It is anybody’s guess as to what the Council will do next.
 

‘The Detailed Local Plan’ (DLP)


Whilst your Council’s strategy has been undermined by the Inspectors decision, it is nevertheless pressing ahead with consulting on a ‘Detailed Local Plan’ (DLP) for our District.

A DLP details, for example, planning policies, the location of green belt boundaries and the design and layout of the proposed developments.

In Harpenden, council officers held DLP consultation meetings for the public on 30 November and 1 December.

Your Association has recently submitted its representation on the DLP to our District Council.
