St Albans District Council’s Draft Strategic Local Plan

The 2016 Public Consultation

The  public consultation now taking place concerning your Council’s Draft Strategic Plan is very different from the public consultation conducted in the Autumn of 2014.
This time, your views will be read by a Government appointed Planning Inspector, who we would expect to conduct a professional, independent, examination of responses from the public.
In the 2014 consultation, District Councillors paid scant regards to any submissions whether they were from members of the public or from organisations which have expertise and knowledge of the planning process.

For example, they took no notice of the submission by Harpenden Town Council, which was prepared with professional advice from a consultant in town planning.
The Planning Inspector’s examination will be at a hearing in public. The Inspector will place importance on the number of consultation responses he receives from the public.
The response you make is channelled via St Albans District Council to the Inspector.
There are three ways to respond to the consultation:
  1. By using St Albans District Council’s online consultation portal.
    The Harpenden Green Belt Association will file a detailed submission on the portal but responding requires considerable technical knowledge of the legal and planning process.
    You may find it quicker and easier to choose 2) or 3) below
  2. By official form, posted to St Albans Council Offices.
  3. By official form, emailed to St Albans Council Offices.
At we have provided guidance on how to respond and have also provided the official form and  some background information which you may use, if you so wish, to respond to the Inspector.

Only people who have made representations before 19 February 2016 will be entitled to be heard by the Inspector.
To learn more about what is in store for Harpenden, please come to the public meeting being organised by The Harpenden Society on 4 February.
You can  register for the meeting at and then after the meeting, I hope you will tell the Planning Inspector what you think of the District Council’s Strategic Plan.
