Domestic resource mobilisation for sexual and reproductive health and rights: modalities of donor support

 
In this report we provide an overview of the main mechanisms used by donors to incentivise domestic resource mobilisation for sexual and reproductive health and rights in partner countries, present a critical analysis of risks and opportunities associated with these mechanisms, and offer recommendations for advocacy efforts and global health programming.

The COVID-19 pandemic had an economic fallout across the globe, limiting the ability to increase investments across the many competing priorities in health and beyond. As countries move towards the recovery phase, it becomes even more urgent to strengthen the dialogue on domestic resource mobilisation for health, and in particular for sexual and reproductive health and rights.

COVID‑19 and sexual and reproductive health in low and middle‑income countries


We took stock of the current evidence on the impact of the COVID-19 pandemic on different aspects of sexual and reproductive health in low- and middle-income countries (LMICs), including by looking at European donor trends related to sexual and reproductive health.

We concluded that COVID-19 has had a considerable impact on sexual and reproductive health spanning from:
  • Substantial disruptions in sexual and reproductive health services, with contraceptive care, family planning and sexual and gender-based violence services most affected;
  • Significant increases in maternal deaths, stillbirths, and maternal depression;
  • Restricted access to education on sex and relationships due to school closures;
  • To negative impact on access to HIV care, antiretroviral therapy and testing services for HIV and other sexually transmitted infections.

Ukraine crisis: sexual and reproductive health and rights are non-negotiable and lifesaving

Since the outbreak of the war in Ukraine on 24th February 2022, humanitarian needs have been increasing by the hour. Millions of people across Ukraine are fighting for their lives.

Anyone who has been forced to flee or who lives in an area of active fighting is particularly vulnerable, even more so women and girls. People’s access to health services may be suspended or the quality may be low, and they will not have access to lifesaving reproductive health care. They are in a dire state of emergency and further exposed to risk of sexual violence, sexually transmitted infections including HIV and unintended pregnancies. Amid the terrifying devastation experienced through a humanitarian crisis, people need first and foremost safety and protection. Sexual and reproductive health (SRH) services can save lives and prevent further suffering.

These are the urgent actions to be taken by European humanitarian donors and actors.

In the wake of the loss of a key aspect of reproductive freedom in the U.S, Consortium partners will remain vigilant to analyze the repercussions this will have on access to sexual and reproductive health and rights, including family planning, worldwide.

In our society, what affects one of us affects all of us. When people are being persecuted by being denied the ability to make decisions about their own health and bodies, this hurts our community, which is damaging to everyone.
