State CIO Builds Technology Leadership Team

Chief Information Officer (CIO) Todd Nacapuy has named Michael Otsuji, Jim Miwa and Mark Choi to his technology team to assist in leading the Office of Information Management and Technology (OIMT) and overseeing the Department of Accounting and General Services’ Information and Communication Services Division (ICSD).

Michael Otsuji
Michael Otsuji began serving as IT development officer on June 16. With more than 30 years of IT experience, Mr. Otsuji is the owner of BDI, a company specializing in network infrastructure and personal computer maintenance, as well as its subsidiary, Da-Planet, an ecommerce site that was one of the first in the world for the trading card industry. Otsuji was previously director of infrastructure and operations for Hawaiian Electric Company.
 
Jim Miwa
Jim Miwa will become IT operations officer — the state’s chief technology officer — on July 6. Mr. Miwa most recently served as senior manager of IS production services support for the Hawaii Medical Service Association (HMSA), responsible for managing a team of IT professionals overseeing the day-to-day operations and administration of enterprise computing infrastructure. Prior to that, he was the director of systems engineering at Total Resource Management.
Mark Choi will start as OIMT’s business architect on July 1. Mr. Choi has served as HMSA’s infrastructure engineer since July 2010, leading desktop management services. He was also its principle architect for solution design of the end user computing strategy, including virtual desktop infrastructure. Choi was previously the senior systems solution architect for Aloha Technical Solutions and network operations manager for Central Pacific Bank.

State Prioritizes IT Workforce

In an effort to fill longstanding vacancies as well as develop an IT workforce to meet current and future technological needs, the State of Hawaii is seeking applicants for civil service and non-civil service positions in the area of IT, including several within OIMT and ICSD.

Making this a priority will help avoid unnecessary reliance on third parties when state personnel can do the job more cost-effectively, and it will further ongoing efforts to expand career path opportunities for public sector workers.

Office 365 Project Accelerates

Jan. 1, 2016, is the new target date for completing the state's move to Microsoft Office 365. The ambitious goal represents an acceleration of the Office 365 Project by nearly a year, furthering the Ige Administration’s objective to provide enterprise-wide shared services with immediate benefits.

The scope of the project includes the majority of Executive Branch departments (excluding the Department of Education and University of Hawaii), and benefits will including fortified security, greater disaster recovery capability, expanded applications and services, and long-term budget sustainability.
Office 365 Project Progress
The Office 365 Project Team has aided departments and agencies in deploying 5,849 user licenses to-date, which is 46 percent of the available user licenses under the current Microsoft agreement. Most of the remaining user licenses are set to be deployed by the end of the current calendar year. (Product support for Lotus Notes, which the majority of state workers have been using for email under various agreements, will end this year on June 30 for those agencies under ICSD’s scope; however, limited best-effort support will be provided to departments thereafter to ensure business continuity.)

As part of the project acceleration, the OIMT/ICSD team is expanding deployment resources, providing awareness and communications materials, and offering ongoing and usage support including brown bag sessions.
Like to O365 Portal
In addition, a new O365 Portal has been established as a central site for all user support — before, during and after onboarding. State personnel are encouraged to visit the portal for more information, including updated migration schedules that will be posted shortly.

Hawaii GPC to Receive Upgrade

Upgrades are in store for the Hawaii Government Private Cloud (GPC) to implement independent server failover.

In November 2014, the Hawaii GPC achieved initial functionality, including broad disaster recovery. With the upcoming addition of independent failover capability as well as application high-availability with clustering, the focus shifts to business continuity, even in the face of unforeseen events. Service level agreements and cost options will be defined for state departments and agencies to make use of the enterprise asset.

During the upgrade period, the Hawaii GPC Team will continue server migrations that are underway but will pause new migrations, effective immediately. Services remain unchanged for those already in the GPC.

SURF Report

Committee Considers ERP ‘Targeted Projects’

The Statewide Unified Resource Framework (SURF) program, the state’s Enterprise Resource Planning (ERP) initiative, continues under the Ige Administration’s results-driven strategy for modernizing and integrating the management of important state government administrative functions (e.g., finance, asset management, grants, budget, procurement, human resources, payroll, and time and attendance).

In March, Gov. David Ige tasked the SURF Executive Steering Committee (ESC), led by Comptroller Douglas Murdock, to identify targeted projects to be undertaken using available ERP funding and potentially leveraging existing systems, including underlying infrastructure required to support key applications.

The ESC met twice in June to continue its assessment. For updates and to stay current on the progress of the SURF program, bookmark surf.hawaii.gov and visit often.

Hawaii Web Portal Named Best in Class

The Interactive Media Awards (IMA) only recognized one government website, and that one belongs to the State of Hawaii. IMA recognized Hawaii’s online portal, eHawaii.gov, as the best website of its kind with a Best of Class award for the second year running.

State Business Registration Division Wins IACA Merit Award for 'AlertMe' Services

The state Department of Commerce and Consumer Affairs’ (DCCA) Business Registration Division (BREG) won an International Association of Commercial Administrators (IACA) Merit Award for its “AlertMe” services.
